Governance Case Study:

Miramichi Economic Development and Tourism Department Operational Review

The City of Miramichi commissioned an operational review of the Miramichi Economic Development and Tourism Department to evaluate the efficiency and effectiveness of the department and identify opportunities for improved organizational effectiveness in 2019.

The study included an economic and demographic analysis, detailed review of the economic development and tourism program delivery including core activities and deliverables, a review and recommendation on the appropriate governance model, program delivery model and tourism marketing programming.

The resulting recommendations were focused in four areas: department structure, principles to guide program delivery and operation, fundamental components of the economic development and tourism activities and improvements to the department’s operations, processes and performance.

Mellor Murray collaborated with subconsultants Jupia Consultants and CBRE Tourism and Leisure Group to complete the City’s Economic Development and Tourism Strategy incorporating COVID-19 recovery initiatives. The resulting strategic plan established the City’s economic development and tourism vision, goals, objectives and actions for a five-year horizon. It established performance indicators for measuring and reporting progress towards the City’s goals, while the tourism strategy included recommendations for product development, marketing, and support for tourism operators.

"I am really impressed with what our staff, the project team, and Mellor Murray Consulting have built out.
The strategic priorities are right on the mark from the operations review and in general, building on our strengths, addressing challenges, and identifying opportunities. It is very detailed, and the action plan provides specific items the department can work on and check off."
